The pilot model was constructed using the GIS-CA toolkit, with several
levels of detail working in it hierarchy (figure
2). It is fundamentally a cellular model, with
each grid cell running copies of various embedded fire models, and the
cell surface managing message passing between the models in the cells.
To best understand the structure, it is best to start at the most
fundamental level, which is the fuel object (the thing that burns).
