The cellsurface is the object that recieves the instructions to do a ``time step''. However, at the time step, the cell surface sends requests to its multitude of cells, and the cells in turn send requests to their fuel components. The fuel components do the actual burning, but the cellular structure coordinates the burn activity and produces an overall picture. The fuel components work by their internal rules, while a global ``fire'' behavior emerges at the cell surface (landscape) level.
