Scheduler.

The simulation operates under the presumption that boaters act autonomously, and take their cues from the environment. The scheduler has no equivalent in the ``real world'' (that was explicitly stated in the model assumptions), but is a necessity in operationalizing the model in a simulation. The boating system is considered to be a large number of autonomous, independent events acting in parallel, but the environment in which they are represented (the computer) passes all the instructions serially through a single processor. The scheduler dispatches individual boats to selected destinations, plans routes, and embarks at probable times throughout the course of a simulated day in a way that is representative of the boats' plans. The times for embarkation and selection of destinations were calculated from the boater interview data described in section 3.3.3. The route for the boater to take to the destination was calculated from a least-cost surface described in section 3.3.
